SCOTT PERALA - Lead Instructor:

Scott Perala is a retired ATF Special Agent with more than twenty-nine years of experience, retiring in 2018 as the Resident Agent in Charge of the ATF Charleston, SC Field Office. Scott spent the majority of his federal law enforcement career working undercover investigations involving firearms and narcotics violations that targeted violent criminals and street gangs.  Scott also served as a member ATF’s Special Response Team and received specialized tactical training for high-risk tactical operations.  During his career, Scott participated in, planned and led hundreds of enforcement and covert operations.  Scott has received multiple awards and national recognition for his successful undercover work and has provided training for over a thousand law enforcement officers throughout the United States in safely conducting undercover investigations. After retiring from ATF Scott became a law enforcement and use of force instructor at the Federal Law Enforcement Training Center (FLETC) in Glynco, GA, where he has provided over 3,000 hours of instruction to newly hired federal agents in a multitude of investigative techniques from as many as sixty government agencies.

WAYNE KILDAY:

Retired ATF agent Wayne Kilday has thirty-two (32) years of law enforcement experience as an ATF Field Agent and Group Supervisor. Wayne has most recently worked as a criminal investigations instructor at FLETC. Wayne spent 12 years as a member of ATF’s Special Response Team (SRT), as a tactical operator participating in high-risk operations around the United States. Wayne completed over 100 assignments as an undercover agent in various settings and involving a wide variety of violations. He has written, served and planned dozens of federal search warrants and has been the operational planner and team leader on hundreds of other operations involving undercover meetings, search and arrest warrants, and other operations. The majority of Wayne’s experience involves working with state and local law enforcement combating street crimes involving firearms and narcotics. He has received several dozen awards for his work as a case agent, undercover agent, tactical operator, supervisor, and instructor, from various federal, local, and international law enforcement entities. Wayne has the unique ability to present the material to students in an engaging manner while having the expertise and over three decades of experience.

ALLAN MELTON:

Allan Melton is currently employed with SurTec, Inc. after retiring from ATF in December 2016, with 27 years of service. Allan served as Special Agent, SRT (SWAT) team member and Senior Operations Officer. From 2002-2016 Allan served as a Tactical Operations Officer in which his primary duties were to provide direct tactical support to Special Agents in all phases of investigations and undercover operations with emphasis on the technical aspects and electronic surveillance. In relation to the technical component, Allan is a member of NATIA (National Technical Investigators Association). Allan was the ATF National Academy (at the Federal Law Enforcement Training Center) lead instructor relating to technical investigations and electronic surveillance for field operations. 

ERIC BAUER:

Eric Bauer is a retired ATF Senior Special Agent, retiring in 2019 with 29 years of experience. Eric was the Firearms Instructor Coordinator and Division Tactical Advisor for the ATF Tampa Field Division responsible for all firearms and tactical training for the Tampa Division. Eric was also a tactical operator for ATF’s national Special Response Team (SRT) for 21 years conducting tactical missions throughout the United States. Eric later became an instructor for ATF’s Special Operations Division SRT program responsible for developing and conducting training for all of ATF’s SRT personnel nationwide, and was a regular guest tactical instructor at the ATF National Academy at the Federal Law Enforcement Training Center. Eric has also provided tactical instruction for state and local narcotics and SWAT officers from multiple agencies in the state of Florida.

CODY MCKINNEY:

Cody McKinney is currently a Sergeant with the Coconut Creek Police Department, where he has served since 2013.  Cody is currently the supervisor for the Criminal Investigations Section and a Team Leader for CCPD’s SWAT Team.  In his current role, Cody oversees a team of Detectives, Analysts, Crime Scene Investigators, and Victim Advocates responsible for the investigation of all crimes in the City of Coconut Creek.  As part of his responsibilities, Cody has obtained well over 100 search and arrest warrants for various crimes in addition to planning and supervising numerous warrant executions and undercover operations.  Additionally, as a SWAT Team Leader, Cody is responsible for the planning and supervision of tactical operations at CCPD and has provided hundreds of hours of ongoing training to the SWAT team.  Cody has also served as a Patrol Supervisor, SWAT Sniper, Special Enforcement Team (SET) Detective, Field Training Officer, and Crisis Negotiator. During the five years that he was on SET, Cody investigated numerous street-level narcotics violations, drug trafficking organizations, organized fraud rings, organized re-VIN operations, burglary rings, and armed robbery crews.  Through his unique investigative assignments and experience, Cody has responded to and investigated numerous incidents involving the possession, use and trafficking of fentanyl.  As such Cody has developed specialized skills in safely handling, recovering and processing fentanyl, as well as conducting successful investigations of offenders.

GEORGE DOYLE:

George Doyle is a retired Homeland Security Investigations (HSI) Special Agent with over 34 years of law enforcement experience.  George spent 15 years as a case agent for undercover investigations involving alien smuggling, money laundering, contraband smuggling, and document fraud.  In 2012, George became a certified Computer Forensics Agent (CFA) for HSI.  As a CFA, he examined hundreds of items of digital evidence for investigations involving National Security, Child Exploitation, and the export of sensitive technology.  He also participated in multiple undercover cyber investigations that targeted the Dark Web and the Silk Road Marketplace.  He has testified at numerous judicial proceedings and was designated as an Expert Witness in the District of New Jersey.  George also retired from the US Navy as a Master Chief Petty Officer after 21 years of Active and Reserve service.  In the Navy, he served as an Investigator, K-9 Handler, Instructor, and Senior Enlisted Advisor.  George holds Instructor Certifications with the American Red Cross, the National Rifle Association, and the US Concealed Carry Association.  He is currently an Instructor at the Federal Law Enforcement Training Center, where he trains new Special Agents in the Criminal Investigator Training Program.
